Follow up on the 65 days to go article – Alabama Remodeling Contractors get the shaft, and oh boy are we getting shafted… The Public Notice Period has already started & ends on April 2nd. On top of that, there is only ONE scheduled meeting, which is to be held on Thursday, March 18th @ 201 Monroe St., RSA Tower, Suite 1540 in Montgomery at 10:00 AM. There is one thing in life that I hate with a passion, and that is people that lie. I will be nice and leave the individuals names out but here are a few of my favorites:
“As things move along I will keep you updated” – nope, not a peep until I send a follow up email. I will give him credit for calling me back and at least getting me pointed in the right direction.
“We are doing this to protect the contractor, the EPA is proposing $32,500 fines while ours will probably top out at a $1,000” – really, based on the enforcement section, all you did was to add 2 items on top of the EPA’s fines so you can charge someone with a class C Misdemeanor. Quite truthfully, this looks more like a simple money grab as the “Firm Certification” fee is listed as $600 for each license.
My favorite one – “you won’t notice any real changes from the EPA’s version, we basically copied it”: well that is basically correct but, I wonder where this is listed in the RRP…
420-3-29-.02 Applicability. (c) If either method mentioned above in subparagraph (a) and (b) is found to document the existence of lead based paint components within the dwelling at anytime during the project, RR&P practices are no longer valid work practices for the permanent removal or replacement of such components and shall be stopped until a licensed certified abatement contractor can begin abatement practices on said components.
Unfortunately, I have not had enough time to review this document in its entirety, but I will be reviewing it over the weekend & should have a follow up early in the week before the meeting for public comments.
